没办法在AAD创建任何租户

我使用我的Gmail登录Azure并希望在Azure Active Directory中创建新租户，如"快速入门：在Azure Active Directory中创建新租户"中所述
I login to Azure with my gmail and want to create new tenant in Azure Active Directory as described in Quickstart: Create a new tenant in Azure Active Directory

However, no matter what I fill in to Initial Domain Name, I get error (and when I hover/click on the exclamation mark, nothing appears so I don't know what's wrong)

I tried combinations of random strings so uniqueness should not be a problem.

Also, when I go to AAD Overview and check 'Your Role' I see only 3 dots underneath and no permissions spelled out.

Generally any Azure user should be able to create Azure AD tenant. Which tenant do you see when you sign in with your account now ? Were you invited into this tenant as a guest?

Can you drop an email to azcommunity@microsoft.com with the following details?
1）您登录的用户帐户
1) User account with which you are signing in
